TOPPS A NEW MEMBER OF THE AWN

Actions

1. LA detail discussion was held on the following:

• The trade union movement in the Philippines.
• Situation of women in the Filipino society with particular emphasis on education and teachers unions including their issues and concerns.
• TOPPS and its activities.
• El and its policy on women.
• TOPPS and its relationship with PS-Link

2. Constitutional analysis and its implementation

The participants were given a better understanding about the constitution with emphasis on importance of practising the constitution in the union.The analysis provided by participants and El the insight on the dues collection method and its negative impact on the TOPPS.

Results

The following areas were identified by the meeting that need focus for the future plan of action by the TOPPS:-

• Capacity building
• Recruitment and organizing
• Training and education particularly for women members and leaders at the local level
• Membership dues and collection method
• Data gathering and research
• A two year project plan was prepared to address the areas identified.

Evaluation

• TOPPS needs support to organize members as there are nearly 80 percent potential teachers that are remain unorganized in the public sector
• With 85 percent women teachers in the public sector, the activities targeted to women teachers will help TOPPS for its development and growth

Activities

23 Women Leaders Attend TOPPS Trainers Training

Twenty three teachers from Luzon, Visayas and Mindanao attend the Women Trainers Training held April 23 - 25 at DepEd's Ecotech Center, Cebu City.The training aimed to identify and prioritize subjects, problems, issues and training needs of the union, produce the skeleton of a curriculum design for a week-end seminar, select the appropriate training method for effective training, develop skills in facilitating small and group discussions and formulate training design. This Training was organizes by the Teachers Organization of the Philippine Public Sector (TOPPS), an affiliate of the Philippine Services Labor Independent Confederation (PSLINK); with the help of Education International (El) and FVN, a teachers'union in Netherlands. TOPPS Deputy General Secretary Mrs.Tarcela Farolan welcomed the participants during the opening ceremony. Mr Pedro Cinco, the deputy general secretary for Mindanao Of PSLINK, was the resource speaker and facilitator of the training.
